US$1bn 鈥榳orld鈥檚 largest desalination project鈥 gets concrete provider
04 March 2025
The Independent Water Producer (IWP) project in Dubai 鈥 set to be the 鈥榳orld鈥檚 largest desalination project鈥 鈥 announced that Mexico-based Cemex will provide its lower-carbon concrete Vertua for the first phase of the build.

Overall construction of the IWP is expected to cost just less than US$1 billion. Power China International Group Limit is serving as the general contractor.
鈥淐emex鈥檚 Vertua family of products offers a specialised portfolio of sustainable, high-quality construction products that will enable Phase 1 of IWP to customise the project for lower-carbon optimisation,鈥 Cemex said.
Once built, the high-technology facility will use solar-powered osmosis to expand Dubai鈥檚 desalination capacity. Overseen by the Dubai Electricity and Water Authority (DEWA), the scheme is expected to help the United Arab Emirates鈥 city achieve 100% desalinated water production through clean energy and waste heat by 2030.
鈥淭his project will significantly increase Dubai鈥檚 water desalination capacity by 180 million imperial gallons per day,鈥 Cemex added. 鈥淭he water demand [in Dubai] is increasing, making this a crucial step toward ensuring a sustainable water supply for the future.鈥
Construction completion is scheduled for 2026. The desalination plant is expected to commence operations in 2027.
